According to the German Law on Occupational Safety and Health (ArbSchG) and the Noise and Vibration Ordinance (LärmVibrationsArbSchV) the employer has the obligation to assess the risks for health and safety at work of the employees and to derive the appropriate measures to avoid or to reduce the hazards caused by vibration.

In Part 1 „Assessment of the Risks caused by Vibration“ of the Technical Rules for the LärmVibrationsArbSchV (TRLV Vibration) the procedures  to determine the level of the exposure and  to assess the risks according to § 3 LärmVibrationsArbSchV are described. These Technical Rules explain how to identificy and to assess the risks according to the LärmVibrationsArbSchV in the legal frame of §§ 5 and 6 of ArbSchG.

Primarily the employer has to use for his risk assessment existing data measured at the equipment under the conditions of his enterprise. If such data are not available it is possible to use representative data  published in databases like KarLA.

KarLA publishes the measured immission values (see 4.2.3 of TRLV Vibrationen, Part 1) as well as immission values derived from emission values (see 4.2.4 of TRLV Vibrationen, Part 1). These values can also be used for the risk assessment if better data are not available.

Emission values were measured in test procedures for the machines and can’t be used for the risk assessment without compilation (see annex 1 of TRLV Vibrationen, Part 1).
